Multifonctionnalité de l'agriculture familiale et diversification des activités dans le sertão semi-aride de l'État de Bahia (Brésil)

This thesis intends to understand the multifunctionality of the familial agriculture by the theoretical, conceptual and juridical approach according to the public policies that recognize the agricultural public functions or tasks for the semi-arid regions. The case study is the brazilian semi-arid sertão, specially the Sisal Territory, in the State of Bahia, using the Agrarian System Analysis-diagnostic. The agricultural multifonctionality is studied with their public functions, considering the territorial, economic, social, environmental and cultural approaches. Other public function is demonstrated: the educational function, typical of the familial agriculture (small scale agriculture). The territory notion is comprehended in the regional perspective, how an institutional approach, how territorial projects of the solidary economic enterprises. Cette thèse a pour but d´analyser la multifonctionnalité de l'agriculture familiale d'un point de vue théorique et conceptuel à partir de sa reconnaissance par les politiques publiques et de son importance pour les régions semi-arides, défavorisées, comme une stratégie de développement régional. L'étude de cas est celle du Sertão semi-aride du Brésil, plus particulièrement le Territoire du Sisal, dans l'État de Bahia et selon la méthode de l'Analyse-Diagnostic des systèmes agraires. Nous étudieons la multifonctionnalité agricole dans ses dimensions publiques, à partir de l'approche territoriale, économique, sociale, environnementale et culturelle. Nous envisageons également une autre dimension publique, celle de l'éducation, typique de l'agriculture familiale (paysanne). La notion de territoire est comprise dans une perspective régionale, soit par une approche institutionnelle, soit par une approche déterminée par les projets territoriaux des entreprises d´économie solidaire (EES), comme l'expérience de l'Association de Développement Durable et Solidaire de la Région du Sisal (Associação de Desenvolvimento Sustentável e Solidário da Região Sisaleira - APAEB).
