Vehicle to infrastructure communication based systems: their contribution to road traffic management. Case of AIDA: the on-board traffic information system for motorways

Abstract : The main objective of road traffic management is the improvement of traffic conditions, driver's safety and comfort. This field is in permanent evolution through the huge progress of information and communication technologies. We assist today to the development of communication systems between road and vehicles. Are these systems able to fulfil the several key missions of the Master Road Operation Scheme (SDER) ? Are they a final alternative to the existing operating systems ? This thesis tries to answer to the above questions through investigation of the potentialities that can be offered by roadside - vehicle communication systems to ensure traffic managements tasks: monitoring, data collection, incident management, driver's information and warning. Furthermore, this research work tackles the economic stakes of the communication systems between infrastructure and vehicles and who are the main actors taking benefit from their deployment. This case study described in this thesis deals with a dedicated short range communication system experimented on a motorway section. It provides socio-economic evaluation results for community and financial analysis for motorway operator. The several scenarios examined could be useful for road equipment policies in terms of deployment of new data collection tools and monitoring of road networks.
