Participatory Video : a companion tool for local development ? Study of three concertation processes in Bolivia, Ecuador and Mali

Abstract : In order to give back to local stakeholders the means to participate to decisions concerning their development, the authors study the potentialities of participatory video (PV) in accompanying the processes of collective reflection. They evaluate the impact of the PV on three study fields: Bolivia, Ecuador and Mali. Used as an intermediary object in the natural resources management, the video allows to raise stakeholders around the search of a shared representation of the situation and the search of managing alternatives admissible. This action research, close to the concerns of Communication for Development, questions the capacity of PV to structure concertation scenes. Leaning, among others, upon the theories of The Strategic Actor, of The Economies of Worth and of The Actor-network, the authors propose a method of concertation meetings analysis, as well as a framework of indicators, enabling evaluation of these video projects. This study notably highlights the impact of PV in the reduction of asymmetries (statute, information, expression abilities and influence) existing within the actors systems.
