L'impact de la régulation économique sur l'entrée d'un investisseur privé dans une industrie de réseaux : Application aux services Européens de communications mobiles

Abstract : When a private investor wants to know whether or not to entry in a network industry, he has to consider uncertainties arising from the external environment. When the industry is regulated by an independent regulator, the main source of those uncertainties is related to the ability of the regulator to adopt and implement announced policies. Understanding and anticipating the behavior of the independent regulator allow private investors to limit the environmental uncertainty and to decide to enter in the concerned industry. Based on an neo-institutional analysis of liberalization policies, a grid analysis of the regulatory risk associated with the entry is proposed for the use of private investors. This grid analysis is then empirically tested in the case of the entry of virtual operators in the European industry of mobile communications services.
