Participation des communautés locales et groupes d'intérêts à la planification et la gestion des projets hydrauliques

Abstract : This work deals with the study of the democratic possibilities of a greater consideration of the interests and values of the public, and of environmental considerations in the selection of projects, and more specifically, in the development and mplementation of large hydraulic projects. The study first takes a look at certain characteristics of the aquatic milieu and hydraulic projects with a view to a better association of those concerned with water management, before dealing with the general problems of participation. This work then proposes to identify, with the help of several case-studies, the main problems pertaining to large hydraulic projects. The study criticises the common tools of public participation, as well as the decisional and operational processes undertaken at all levels. Finally, several recommendations, pertaining mainly to information, the negociation of conflicts, decision-making, the articulation of geographical levels, are put forward with a view to putting into better value of the sociological, economic and ecological resources.
