La baisse des coûts des tunnels. Mesures, causes et conséquences

Abstract : The purpose of this work is to attempt to look for the laws, to find determinating factors of subway tunnel costs, to explain them, to construct prevision models of costs. This study is essentially based upon data established in 1990 by the work group N°15 of the French Association of Underground Engineering concerning the cost of French subways. This data base contains the principals French operations built from 1975 to 1990 (90 observations which represent a total of 61 000 meters). The research touches uniquely upon tunnel cost between stations, added to the linear meter of a tunnel with 2 lines. Statistical methods used in the work are notably linear or multiple regressions. This research has permitted to know the total cost, with or without the equipment for urban and regional subway tunnels executed underground and trench covered, as well as its composition, its distribution of percentage. Quantitative and qualitative analysis of factors by econometric method have permitted to comprehend the complexity of the cost problem, the determinating factors of cost, and to construct models for prevision cost. This study gave evidence of a tendency of evolution in the cost of French subway tunnels, which is a decrease by an average of -3,5% a year during the period 1975-1990. This study showed that the noted evolution results from the joint efforts of research engineers, experiments and technical progress (the use of tunneling, the reduction of concrete structure volume, etc.). Consequences of cost evolution for public authorities and for corporations, as well as the market tendency underground structures are analysed.
