Abstract : This doctorate research addresses causes and impacts of the socio economic crisis brought on by supply oriented water utility management. The research was conducted in the context of increasing environmental constraints. The "supply model" of water services is analysed between 1800 and 1996, in France and the US and, to a lesser extent in England and Wales. The role of customers was studied throughout the report to achieve the main research goal, which was to explore new management options for water supply. These options would integrate the protection of water resources and customer involvement in utility management. Unfortunately, the supply model makes such integration impossible because it relies mostly on technology to solve water shortage issues. The dissertation leads to two main conclusions : first, environmental regulation has resulted in an increase in the level of technical skill and capital investment required to successfully run a water utility. This development reinforces the supply model. Regardless of the country studied, this has led to a growing dissatisfaction of responsible authorities and customers with the quality of tap water and the growing costs of public supply. Second, recent attempts to solve the supply model crisis in the UK and the US have failed to develop a truly new management model. In particular, customer involvement is not seen by most water suppliers as a desirable strategy to reduce supply costs. In spite of these shortcomings, work being done in the UK and US is producing data on water demand critical for a future management model that could allow utilities to meet demand on a social and economic sustainable basis.
