longue durée : le cas du système d'assainissement urbain

Abstract : This work is a theoretical and empirical contribution to the study of long term regulatory control practices (taking "regulatory" in its broadest sense: setting up technical objects, conceptual techniques, management tools and organizational configurations) which have been developed within sociotechnical systems, that is, within systems which are made up of technical (physical) and organizational elements, formally organized upon the basis of standards, rules, and roles, all more or less standardized, with a view to carrying out predefined objectives. Two relatively brief historical presentations, the first one concerning the industrial world (Taylor's efficiency
engineering: 1880-1980), and the second concerning the Paris subway (1900-1990), clear the way for the presentation of the central concept of this work, namely, the mode of regulation, by means of which we shall attempt to give a theoretical foundation to the explanation of the movement - origin and formation, period of stability, crisis - of regulatory control practices.
Once the concept of the mode of regulation has been presented, we shall proceed with a thorough examination of the regulatory control practices in the area of water drainage and sewers (1850-1990).
Parallel research along the trajectories of the three systems studied here has revealed agreement
as to the type of control logic at work. Thought out and projected in a homeostatic mode, regulatory control seeks efficiency by means of standards and codified practices. These latter were frequently objectified in technical mechanisms and cristalized by means of purely functional architecture, characterized by heavy compartmentalization and little communication. Today, this type of approach seems to be going through a phase of serious questioning. The last part of this dissertation, which concentrates on current evolution in the area of water
drainage and sewage, will attempt to delineate the lines of force which appear to be the most important in the changes which are taking place.
