Compréhension et gestion des signaux faibles dans le domaine de la santé-sécurité

Abstract : This research work was based at the CRC laboratory (Risks and Crisis research Center, Mines ParisTech), financed by the FonCSI (Fondation pour une Culture de la Sécurité Industrielle) and get sanofi-aventis sites (HSE Central Organization and French Core solid pharmaceutical sites) as research way. The aim was to understand and help for a better organizing of weak signals. We have studded signal announcing potential risk to salaries: occupational risks and occupational health risks. A weak signal literature exists, but is centred on major accidents. This thesis proposes a holistic vision of weak signals, observed across all step of their life, across different actors groups, hierarchies and tools. Working methods are based on grounded theory: we have extracted a model to the research way, and precised and validated it by case studies. We have proposed a better model to define weak signals: the "DRTP model": A weak signal could announce a major event (major accident or occupational risk or occupational health risk), and stays weak during different steps of its life (detection, relevance, transmission, priorisation). For each steps we have research in literature, needed knowledge to progress our work. After that, we hare returned on our research way to verify these steps, due to several case studies (direct or semi-direct interviews, game, "suivi poisson pilote", information opportune taking, etc.) To conclude, we have verified our model application in several sites, and also identified the barriers' formalising, and so, solving actions.
