Bilan financier de l'automatisation intégrale des transports collectifs urbains

Abstract : As a financial assessment of complete automation, this dissertation aims to evaluate the investment, operating and maintenance cost-benefit of fully automatic urban collective transportation lines (the Lille VAL type), in comparison with one-man operated metro lines equipped with a conventional automatic train operation system such as that of the Paris Metro. An analytic frame is built upon a review of the study realized by the French national transportation institute, INRETS, in 1986. Three types of comparisons are proposed: - B1: two identical lines with the same infrastructure, rolling stock and frequency, one manually operated and the other fully automated; - B2: a fully automatic line with short trains and a one-man operated conventional metro line with long trains, where in both cases the lines are equipped with the same type of rolling stock; - B3: a fully automatic line with short and small trains, and a one-man operated line with larger and longer trains, and with a relatively lower frequency. These comparisons are examined through civil work investments, control system investments, rolling stock investments, operating and maintenance costs, cost due to the additional testing and integration period, and impact of the service quality on the clientele. The results and their variations in function with different contributing factors are then discussed. According to this study, the factors having major effects on the financial consequences are the civil work investment, the ATC system investment, the operating staff cost, the cost due to the additional testing and integration period and the impact of the service quality on the clientele. The financial consequences are more favourable to fully automatic control for lines with shorter and smaller trains, with a higher frequency during the day, which require shorter and smaller stations, a larger fleet of vehicles and a higher number of drivers.
