Perception des différents acteurs sur les normes d'innocuité et de qualité de la chaîne de production de viande bovine en Uruguay

Abstract : The objective of this thesis is to analyze the perceptions of the different actors of the beef industry on safety and quality standards along the production chain. This led us to consider three levels of analysis: 1) To account for the changes induced by the standards in the power relations between the main actors of the refrigeration industry; 2) To better understand the coordination problems in the commodity chain related to the benefits (real or potential) for the creation of quality and safety standards; 3) To evaluate the existence of strategies of appropriation of the value of the certification process. In a context of increasing globalization of trade, the beef industry is experiencing an extremely favorable health and price situation that is bringing about a substantial change in the main variables in its productivity (e.g., decreases in the average age of slaughter and the breeding of heifers, as well as an increase in the exploitation rate). The results obtained indicate that there is no tendency towards greater concentration of power at the level of the refrigeration industry. However, coordination problems in the sector are evident when it comes to developing and incorporating quality and safety standards. The refrigeration industry considers that the imposition of quality and safety standards by the State is not adapted to the context of Uruguayan production and to the commercial reality. The elaboration of standards would deserve a greater socialization and participation of the different actors of the sector, if only to achieve a more consensual result. Despite this, the general opinion is that there are results in the long term, even if they are not yet conclusive.
