L’identité de l’entreprise de service public au prisme de l’entreprise à mission : le cas de La Poste et de la formulation de sa raison d’être

Abstract : The introduction of the notion of « raison d'être » into the law raises questions about the identity of public service companies. While these companies are by definition already tasked with operating specific services, there is not a proper theory of the public service company or its governance. Rather, the companies are understood as hybrid entities, combining a public and a private logic. Based on recent theories of the enterprise, this thesis proposes to re-read the public service company from the point of view of its capacity for collective creation. Through a research in partnership with the French Post, it highlights that a public service company is not only a public service operator but also the vector of a dynamic of regeneration of public service challenges. It thus proposes a new representation of the identity of the public service company and of its responsibility with regard to the changes in society that need to be accompanied and discusses, in this context, the specific issues of the « raison d'être ».
